| 抄録(和) | E. Hollnagelらの提唱したResilience Engineeringは、組織の安全に関して、ヒューマンファクターズのユニークなコンセプトとして注目を集めている。本稿では、Resilience Engineeringの考え方をレビュする。次に、組織構成員の行動が、組織にとって不適切な事態を招いた組織事故として、JCO社臨界事故(1999)、建築強度偽装事件(2005)を取り上げ、Resilienceとの関係について考察する。事例検討に基づき、人間による組織のResilienceは、多重防護、多重冗長を果たそうとする態度が関係者になければ、果たされないことを指摘し、最近の社会風潮がResilienceを無効化する共通基盤故障として作用している懸念を示す。 |
| 抄録(英) | Resilience Engineering which E.Hollnagel et al proposed is a unique human factors approach to organizational safety. The concept of Resilience Engineering is reviewed in this paper. Next, a JCO criticality accident (1999) and a construction forged case (2005) are discussed with a relation to Resilience Engineering. Based on the case studies, this paper points that organizational resilience will not be performed if organizational members do not have the positive attitude of performing defence-in-depth and redundancy. This paper also indicates an anxiety that the latest social trend that people tend to have less interests towards others will hinder organizational resilience. |
