Abstract(in English)	Since the Personal Information Protection Acts became fully effective, information leakage incidents frequently appear in Japanese media. Criminal incidents taking advantage of human psychological weakness (i.e. a fraud to induce bank account transfer) never cease as well. As these incidents are unfair, people tend to say "Why is an appropriate law absent?" or "Which governmental agency is responsible?" In this lecture, I will classify the present information security issues, and investigate into what kind of system, either legal or managerial, is feasible to solve them. The lecture mainly depends upon my article under the same title in the "seminar" column of the Nikkei newspaper during December 7-29^	in 2006.
