Abstract(in English) In this paper, we raise an issue of a visual quality evaluation of scrambled MPEG-2 video. We proposed a visibility control method for MPEG-2 video scrambling within a closed region. PSNR, which is typically used for visual quality measure, doesn't always correspond to subjective visual quality measure. For this reason, we propose a visual quality evaluation method which calculates a correlation coefficient. Then, we confirm that the latter method can solve the problem which the former method has. Finally, we describe some problems about a visual quality evaluation.
