Abstract(in English) In the next generation network where the heterogeneous wireless network systems are converged, the vertical handover negatively impacts the targeted network because the traffic destined to the handover node flows into the targeted network at a burst especially in which the transmission rate is lower than in the network before handover. Burst packet loss occurred by the great variance of the available transmission rate delays recovery of the communication status especially when TCP protocol is used. In this paper, we propose the scheme which enables the handover to limit the influence on the targeted network and the handover node without modifying the correspondent node by dropping the packets which are destined to the handover node at the rate of the dropping rate which is derived from the amount of the flying packets destined to the handover node and the remaining amount of the buffer at the targeted BS. The result of the evaluation using the network emulator after the implementation of the proposed scheme shows that the scheme enables especially to limit the influence on the targeted network.
