| Abstract(in English) | International Telecommunications Union - Radiocommunication Sector (ITU-R) completed and approved a Draft New Question on Cognitive Radio in the mobile service in September 2006. The draft New Question decides that the following Questions should be studied; i) the ITU definition of cognitive ratio systems, ii) the technologies closely related to the cognitive radio, iii) key technical characteristics, requirements, performance, iv) the potential applications of cognitive radio systems and their impact on spectrum management, v) operational implications of cognitive radio systems, vi) the cognitive radio capabilities that facilitate coexistence with existing services, vii) spectrum-sharing techniques and viii) how to promote the efficient use of spectrum with cognitive radio. The results of these technical studies will be included in ITU-R Report(s). This paper first explains the background of the development of the draft New Question on cognitive radio by reviewing the discussion on the development of the ITU-R Report M.2064 on software defined radio. Then, it reviews the study items in the Draft New Question on cognitive radio. Finally, it discusses the subsequent process for the study of cognitive radio within ITU-R. |
