Abstract(in English) Cognitive radio system is constituted of multiple wireless access systems which cover the same area and that's terminals use one or more wireless access systems simultaneously to communicate with network. In this paper, a packet scheduling strategy for forward air link is proposed. A prerequisite condition is that no additional resources of each wireless access system are arranged to admit not only dedicated wireless access terminals but also cognitive radio terminals into the cognitive radio system. The requirements are the throughput of cognitive radio terminal should be larger than if the terminal were a dedicated one, and the throughput of dedicated terminal should not be reduced by cognitive radio terminal whose throughput is larger than the dedicated terminal. To meet the requirements, authors define the primary system which allocates resources to cognitive radio terminal as much as that of dedicated terminal, and the secondary system which allocates resources to cognitive radio terminal more moderately. That scheme restricts degradation of service for dedicated terminal and yield advantage of cognitive radio terminal.
