Risk Analysis of Level-Crossing Accidents Based on System Control for Safety

Abstract(in English) Train protection systems such as signaling systems and level crossing protection systems have been mostly developed as upgrade of individual subsystems and post-accident measures. However, due to the introduction of advanced systems using information technology as well as the limitation of resources for safety in these days, the importance of prospective safety assessment of the total railway system increases, and the risk management is to be desired for taking efficient measures without any degradation of present safety level. This paper shows a method for probabilistic safety assessment of train systems with the aim of efficient and effective risk management for railway systems. Accident occurrence conditions are obtained as logical AND combination of disturbance occurrence leading to a system accident and failure conditions of each effective controls for safety including driver actions. Based on the accident occurrence conditions, the system accident probability can be easily evaluated. A simple analysis example of a conventional level crossing system with an obstruction detector shows the effectiveness of this method.
