Abstract(in English) The author proposed a discriminant method for network reliability, using outage scale, outage time, inquiries, and traffic pattern. This method distinguish wheather a trouble will be made a news. And this is regarded as a statistical model. On the other hand, there is a concept for social disservice, as a measure of social affection with outages. In this paper, the author declare the relationship between its statistical model and social disservice using regression analysis.
