Abstract(in English) On the Intenet congestion sometimes occurs due to the inherent feature of providing best effort services and network administrators have to take some actions to mitigate the congestion. However, because the Internet is composed of many networks operated individually, directly measuring of the internal network performance is difficult. In this paper we propose a practical method to locate congested segments by actively measuring one-way end-to-end packet delay using a network tomographic approach. Then we discuss the utility of our method based on the results of a experiment measuring packet delay variation on multiple paths over the Japanese commercial Internet.
