Adaptive Filter for Image Quality Fluctuation

Abstract(in English) In video coding processing, a pre-filter is often used for a high efficiency coding and a noise rejection as a pre-processing. But if a filter processing using same filter coefficient is executed for all flame although the video has inter-flame fluctuation of image quality, the image quality differs from flame-to-flame and it is impossible to get the images with same quality. In addition, it is necessary to get the images with same quality for various videos because the image quality differs from not only flame-to-flame but also video-to-video. In this paper, we propose the adaptive pre-filter for image quality fluctuation to get the images with same quality after the pre-filter processing for all flames in a video and various videos.
