Promoting of spectrum of L band SAR for disaster monitoring mission

Abstract(in English) L band SAR has proper features required in disaster monitoring such as all weather capability, day and night observation, observation of deformation with smaller influence, observation of deforestation and measurement of ice depth. 1215-1300MHz is allocated on primary basis for earth exploration satellite (active) with footnote which means almost secondary allocation. In order to enhance capability of L band SAR in disaster monitoring, it is necessary to conduct analysis between L band SAR and other services. In this paper, preliminary results are shown. Disaster monitoring plays important role in special statement of ITU-R, Space Frequency Coordination Group (SFCG), CEOS (Committee of Earth Observation Satellite), 10 year implementation plan for earth observation summit and JAXA long-term vision.
