Abstract(in English) We report an evaluation method for congestion status of global IP circuit, using transmission delay characteristic. We assume that transmission delay characteristics follow Wiener Process. Congestion status can be delived from probability satisfying threshold of transmission delay that is expressed with probability distribution and process functions. Transmission delay is measured using IP packets round trip time, packet forwarding delay time of an trainsmission equipments, etc. We show validity of the method using network simulator.
