Abstract(in English)	Special concept of risk was defined at ISO/IEC guide 51. After that, many standards relating Safety by same concept of risk are developing as like as IEC 61508. I think the concept has much problem. However, JIS relating safety by same concept of risk are also developing in Japan. Accidental phenomena are used in the educational text of ethics at schools, Furthermore, engineer's ethics are involved in rules or general principle of many society or association. Several comments are described here for establishment of standards that are used easy by users. Special concept are not used, but real situation should be considered in standards.
