Strategies for future spectrum management and wireless broadband promotion in Japan

Abstract(in English) Radio spectrum use in Japan is drastically increasing especially in the area of mobile communications such as cellular phones, wireless LANs and RFIDs, shifting from public use to private use. Acceleration of this trend and enhancement of Japan's radio spectrum use are expected toward realization of ubiquitous network society. Based on these trends, Ministry of Internal Affairs and Communications (MIC) promotes "Frequency Open Policy" which is a policy package for efficient radio spectrum refarming and flexible environment for radio spectrum use to realize one of the most advanced wireless broadband environments. To promote "Frequency Open Policy," MIC had held "Study Group for Wireless Broadband Promotion" from November 2004 to December 2005 and discuss to conduct proactive radio spectrum reallocation by studying future new wireless broadband services such as next-generation mobile communication systems, ITS (Intelligent Transport System) for safety and security, and next-generation intelligent home appliances. In this presentation, introduction of "Frequency Open Policy," results of "Study Group for Wireless Broadband Promotion," and ongoing policies responding to the report of this study group are presented from policy viewpoint.
