Scheme of prefilter control for low bitrate TV distribution

Abstract(in English) In IP-based TV distribution, as the available bit rate for compression is rather low, coding noise is sometimes visible in critical scenes. Prefiltering, which is done before encoding, is effective as a countermeasure, although excessive smoothing may occur. Thus, this paper proposes a scene-adaptive method to control a prefilter that is separated from the encoder. Calculating block-wise motion-compensated predictive error variances and correlation coefficients estimate coding noise and its expected improvement by prefiltering every frame, realizing a control scheme where prefiltering is performed only when it is effective.
