Abstract(in English) This paper proposes a new approach to video coding that utilizes the fractal image coding. The fractal image coding based on an iterated function system is one of the coding techniques for digital images. It utilizes the self-similarity of the images and thus realizes the high image-compression performance. However, we cannot adopt the fractal image coding as the standard coding technique because its decoded images are sometimes low quality. Therefore, in this paper, to promote the use of the fractal image coding, we clarify the difference between the suitable images, whose decoded images are high quality, and the unsuitable images, whose decoded images are low quality. Then, based on the results, we apply the fractal image coding adaptively to each image. In this paper, we extend this approach to encoding the video images and show some simulations.
