Abstract(in English) This report addresses universalisation of public relations information services. In the first part of the report, we introduce the concept of universal service for the public relations magazine, and then focus upon the use of a signed language that people with hearing disabilities use in their daily life. We consider an information service that utilises mobile videophones, and point out certain issues to be considered in building a real information service for public relations magazine. We also discuss the meaning of universal information services for people those who use a singed language as a means of communication.
