Abstract(in English) In mobile communication systems with limited radio resources, which are frequency and transmitted power, various data rate transmission is one of the methods to realize high efficient multi-media communication. In this paper, we propose a new channel allocation method to assign fairly for all of users taking the limited transmitted power into consideration as a premise of various data rare transmission. We also discuss a method to operate it in mobile communication network.
