Abstract(in English) At the time when the PDC Packet(PDC-P) Mobile Communications System was first introduced, most mobile packet communications were originated by the recipient of the information (pull type).More recently, push-type communications, in which information delivery is originated by a center, have become widely used. Push-type communications have increased terminating traffic, which has made it necessary to develop countermeasures against potential congestion. In considering the appropriate countermeasures, we have focused on the resources involved in packet termination processing and reviewed the capacity of each resource, in order to increase the efficiency of the use of the resources and to apply traffic control to each individual node. This paper discusses a method of applying probabilistic control to packet termination processing, especially for the purpose of traffic control. It also describes the introduction of the concept of priority calls and the application of the concept to the probabilistic control-based PDC-P network.
