Abstract(in English) In order to produce the video transmission service such as VOD(video on demand) on Internet, whichhas a dynamic bandwidth, the bitrate has to be changed depending on the change in the network bandwidth. Inthis paper, we focus on MPEG-2 transcoder, which provides flexible video streams for requested quality, and study about the rate control algorithm of transcoder, which handles the bitrate of the stream depending on the change in the network bandwidth. First, we clarify the properties of the trascoder rate control when the output bitrate of the stream changes, and show the requirements of a continuous playback. Next, we propose the rate control algorithm of transcoder, which fills the requirements of a continuous playback and avoid the decoder buffer's underflow by the renewal of the input/output bit reduction. ratio at the picture after the bitrate is changed. At last, we evaluate the proposed rate control algorithm of transcoder in terms of capacity of the decoder buffer, and show the effectiveness of the proposed scheme.
