Abstract(in English) The compensation technology of rain attenuation in 21GHz band is urgently indispensable for the next-generation satellite broadcasting. In the present service, the modulation method might be selected by only parts of heavier rainy areas even in mostly fine weather. The purpose of this papar is to provide different service qualities by receiving levels in each area. Therefore, we propose the Layered Coding with Data Compression. The compressed data is devided in to the converging-coded Base-Layer and the uncoded Enhance-Layer. Rainy areas receive Base-Layer at worst. Sunny areas can receive both Base-Layer and Enhance-Layer, acquiring regular quality, The proposal method is one of effective compensation technology and improves service availability.
