Construction of wireless broadband environment and expectation to cognitive radio

Abstract(in English) It is indispensable to build the world's most advanced wireless broadband environment by promoting development / introduction of new wireless systems to realize a ubiquitous network society charming the world. In order to construct such environment, it is necessary to promote the frequency reallocation and reserve necessary frequency band. "Guidelines for Frequency Reallocation" (October 2003) states that a width of approx. 1.5 GHz shall be reserved by 2013, mainly in the 5 to 6 GHz band and below. In such a background, Ministry of Internal Affairs and Communications (MIC) started the "Research and Development for expansion of radio spectrum resources" from 2005 as one of the actions to accelerate the frequency reallocation. Of these, R&D of cognitive radio expected as advanced technologies aiming at sharing frequency of mobile radio communications systems is explained from a policy point of view. In addition, a development schedule and technical / institutional problems of cognitive radio technology shall be discussed.
