Abstract(in English) Network convergence is characterised by the 'neutrality' of, and the de-lamination of application services from, physical networks. This enables a market structure that possesses new economic properties. This paper examined several regulatory aspects that are likely to be affected. The main implication for economic regulation based on monopoly argument is that it needs to align with network convergence. The level of competition is intensified in access network section while interconnection between operators is unlikely to be refused. Spectrum regulation needs to treat radio frequencies as common carriages. Finally universal service regime also needs to adjust the objective from service provision to refinement in physical access.
