A Transmission Rate Adaptation System by Discarding the DCT Coefficient Considering the Picture Type

Abstract(in English) Recently, an internet broadcasting of visual signals and audio signals in best-effort type communication is attracting great deal of attention. One of the problems of this communication type is a deficiency of receiving data in decoding images and sounds because of transmission rate is not constant. As a result, decoded image is not smooth. To solve this problem, various methods have been proposed. One of those methods is a transmission bit rate control system, which drops high frequency components of the original data. In this report, we extend this system using a different type of picture: Interlace and Progressive picture, and optimize a dropping ratio of DCT coefficients for both picture types. In the case of Progressive picture, image quality is improved when a dropping ratio of Bidirectionally Predictive picture (B picture) increased by 2 or 3 oblique columns of DCT matrix than that of Intra and Predictive picture (I,P picture). Similarly, in the case of Interlace picture, dropping ratio of B picture is optimized by increasing the number of coefficients of the first row of DCT matrix by 3 or 4 than that of I,P picture.
