Abstract(in English) In this paper, we propose Fair Rate-conscious TCP (FR-TCP) congestion control mechanisim in order to improve fairness of resource allocation within aggregates. FR-TCP notifies the target rate of the fair bandwidth allocation called Fair Rate (FR) to sender TCP, and control sending rate according to FR. We evaluate capabilities of the suggested FR-TCP through computer simulations. We show that FR-TCP sends data based on FR and realizes fair bandwidth allocation within aggregates in comparison to existing TCP.
