Abstract(in English) The establishment of the Kansai-kan of the National Diet Library is a symbolic consequence for the National Diet Library to strengthen its function as an electronic library. Thus, promotion of accumulation and utilization of electronic information resources is required to provide better services for the users. Another role of the Kansai-kan is to accept copy requests via Internet. The object of electronic information resources and copy services will be works deposited to the National Diet Library. Many of them will be publications. In the above scheme lies the copyright problem that may interfere with the promotion of accumulation and utilization of digital contents. This paper proposes the rational way to accumulate and utilize electronic information resources, taking into consideration the process of formation between works, publications and electric information resources.
