Abstract(in English) The new capabilities for a radio to sense and adapt to environmental conditions that are generally associated with cognitive radio provide for new methods for employing spectrum policy. The adaptability of the radio allows for the spectrum policies to also adapt and provide for new applications, as well as new challenges. The primary technical challenges for cognitive radios include dynamic RF front-ends and deterministic learning algorithms. However, the application area of dynamic spectrum policies opens additional hardware and algorithmic challenges that the research community should begin to address. The benefits would be a significantly higher utilization of the spectrum as well as the lowering of the barriers for new entrants.
