Abstract(in English) Standard mesurment methods for SAR have been discussed by international organisations to evelute the RF safety of mobile telecommunication equipment. In this study, a new recipe of tissue-equivalent liquid for 1950MHz (IMT-2000)in introduced. Time and temperature dependences of permittivities and conductivities of sevral glycol based tissue-equivalent dilectric liquids were measured. Permittivities decreased with time due to the evaporation of water and that conductivities remained nearly constant. Conductivities decreases with increasing temperature, but the permittivities were not affected by the temperature.
