Abstract(in English) With the diffusion of the Internet and the enterprise intranet, time-critical and mission-critical applications are being used more often in IP networks in addition to non-real-time applications such as e-mail. QoS schemes to control the bandwidth in access systems are required to support such applications. Access network systems that can provide temporal or virtual IP leased circuits to users have been studied. An access network control protocol that provides dynamic and unified control of the bandwidth by interworking the IP layer and the lower layers is proposed. It controls the network node and user node in parallel. Java VM is applied to achieve all-purpose configuration.
