Abstract(in English) In this paper, we propose rate control algorithm based on dynamic quantizer matrix changing method to prevent VBV buffer over flow or under flow and rate control failure. We encoded and transcoded some MPEG-2 test sequences with both MPEG-2 TM5 based rate control method and proposal method in 1.2 Mbps, and confirmed that proposal rate control algorithm is effective in VBV buffer over/under flow prevention and rate control failure prevention.
