Abstract(in English) | In this paper, we focus on the MPEG video transcoder for the bitrate reducer, and propose the rate control scheme considering re-quantization error. First, we state re-quantization process in the transcoder and mention that the transcoder has a different property from the encoder. Next, we investigate the re-quantization property in terms of step size, distortion and rate, and derive the rate-distortion property of re-quantization. Next, we propose the rate control scheme considering the rate-distotion of re-quantization with minimization of distortion generated by re-quantization in the transcoder. Last, we evaluate the proposed rate control scheme from the image quality, and show the effectiveness of proposed scheme. |
