Abstract(in English) With the development of the broadband network, video communication and distribution services are beginning to become common. In order to provide these services appropriately, we must manage them based on subjective video quality, in addition to designing a network system based on it. Currently, subjective quality assessment is the main method used to quantify subjective video quality. However, it requires a lot of time and energy, so it is difficult to adapt subjective assessment to actual services, which demand real-time processing. Therefore, an objective quality assessment model that enables video quality to be evaluated from video characteristics easily and quickly is needed. We can divide video quality degradation into two types : spatial and temporal degradation. Objective quality assessment methods for spatial degradation have been extensively examined, but methods for temporal degradation have hardly been examined despite its high occurrence frequency caused by network degradation and the major impact it has on subjective quality. Thus, in this paper, we developed an objective quality assessment model. Our approach is to aggregate multiple freeze distortions into an equivalent freeze distortion. Specifically, we propose a method that considers the total length of all freeze distortions in a video sequence as the length of the equivalent single freeze distortion. Additionally, we propose the method considering masking characteristics for freeze distortion. In experiments, this method gave good assessment accuracy. Moreover, we confirmed the validity of this method using another video sequence.
