Intra-prediction Mode Decision for Transcoding between MPEG-2 and H.264

Abstract(in English) Today, the wide deployment of MPEG-2 video for digital video applications and the expected use of H.264 video create a strong need for video transcoding between these formats. One of key problems in video transcoding is complexity reduction. In this paper, we propose a mode decision scheme for intra-prediction for video transcoding between MPEG-2 and H.264 to enable low complexity transcoding. The proposed transcoding approach uses the low-frequency compoents of the MPEG-2 DCT coefficients to estimate the frequency characteristics of 8×8 block, and determines the H.264 intra-prediction modes based on this estimates. We evaluate the proposed method in terms of PSNR, bitrate, and the complexity. Experimental results show that the proposed scheme reduces the complexity by nearly 60% while keeping PSNR and bitrate equally to the reference transcoder.
