System Risk Analysis Based on Concept of Safety Control

Abstract(in English) These days, computers have made many technological systems so complex that new types of accidents have resulted from dysfunctional interactions among system components in addition to old types of accidents resulting from component failure. Further, background factors such as management organization must be considered for their prevention. Conventional event-based analysis methods cannot be applied to such types of accidents. This paper applies a new concept of safety control to the accident cause analysis, one essential part of the system risk analysis. An illustrative example shows the effectiveness of the proposed method in the identification of possible causes including background factors such as management failure.
