Abstract(in English) Gaussian noise with small amplitude for moving pictures causes deterioration of the image quality and inefficiency of the coding gain. Application of averaging filters is unsuitable for the preservation of the edge and the detail. In this paper, we propose a new technique for removing such noise without degradation of the edge and details. The application to JPEG 2000 image coding and the moving pictures from surveillance cameras are mainly considered. This technique consists of the space and time processing and considers the memory constraints in the surveillance cameras. The moving picture processed by the proposed technique can reduce the deterioration of the image quality in case of encoding it in JPEG2000.
