Improvement of Image Quality for Compressed Video by Time and Spatial ε-Filter Considering Local Characteristics of Image

Abstract(in English) Time and spatial ε-filter is proposed in order to improve the image quality of video compressed by DCT motion -compensated predictive coding. The ε-filter is a nonlinear digital filter proposed by authors before in order to remove small-amplitude random noise such as block noise and mosquito noise caused by DCT coding on image, while keeping the edges in images sharp. It is shown that the noise and flickers are quite powerfully reduced from video by the proposed method, especially the adaptive time and spatial ε-filter, although its complexity is small enough compared with conventional deblocking methods.
