Abstract(in English) In JPEG2000 coding, SNR scalability on the basis of regions of interests (ROI) is considered as one of main features. However, the image quality of the background region severely degraded in this case. This paper proposes an image control technique for ROI coding under considering SNR scalability by separating the ROI coding and the rate-control operation with 9x7DWT filters. The proposed method can improve the image quality for the background region, without severely degrading the image quality of the interest region. An application of the proposed technique to motion pictures is also considered.
