JPEG Based CODEC with Image Size Conversion for Color Image Signal

Abstract(in English) It is well known that the standard JPEG algorithm causes visually disturbing blocking effects when high quantization parameter is used, in order to obtain a high compression ratio. In order to obtain a better compression performance for low bit-rate, we propose the JPEG with two-stage image size conversion in this paper. The proposed method is superior to the standard JPEG for low bit-rate, since, we can realize smaller quantization parameter. In the proposed method, we change JPEG to the JPEG with image size conversion depend on the bit-rate. We study how to change the compression methods. Moreover, we show that the proposed method is suitable for color image compression.
