Abstract(in English) In order to make a decision or to solve a problem by more than two people,it is very important to express their idears and concepts and to discuss their differnces.A cognitive map is useful as a tool of concept representation.Based on individual cognitive maps,we can discuss their differnces and make their concensus.For this purpose,this paper presents a similarity measure between two cognitive maps.First,this paper formulates the cognitive map in the form of a digraph and introduces an importance measure and a qualitative distance measure for a pair of elements on the cognitive map.Next,this paper shows that the relationship between similarity measure defiend by the qualitative distance measure can be represented by the importance measures among every pairs of elements. key words:common consensus formation,cognitive map,digraph, similarity,instructional design
