Hierarchical Scalable Video Coding based on MOS

Abstract(in English) Scalable video coding techniques proposed thus far are basically designed in such a way that the mean squared error between the original and coded frames is minimized. However, they are not optimal in terms of the perceptual video quality evaluated by Mean Opinion Score(MOS). This paper thus proposes a technique for scalable video coding which maximizes MOS in each layer by selecting the optimal framerate for a given bitrate. A simulation result given in this paper shows that the optimal coding parameters for each layer can be obtained by the proposed technique.
