H.264/AVC Video Quality Improvement of Telop Area for Mobile Communication

Abstract(in English) Recently, mobile communication technology has improved remarkably. This has been particularly evident in ground digital broadcasting by H.264/AVC for mobile communication is planned. Nevertheless, H.264/AVC has difficulty reading telops that TV programs use for mobile communication because of their "low resolution" and "low bit rate". This study is intended to improve H.264/AVC video quality of the telop area for mobile communication. In this study, the method which consists of two processings of "extraction of telop area" and "distribution of information" is proposed. And, the validity of the method was certified by experiment.
