Focial Factors in Signed Language Communication Services

Abstract(in English) This report deals with designing communication services by a signed language over video communication networks mainly as a social issue rather than technological one. User group for the communication service consists of both deaf and hearing people as pointed out in the previous report. Then the signed language interpreting is essential in building the communication service. The characteristics of communication service also shows that designing issues are both technological and social ones. We discuss some of these issues such as training of signed language interpreters and keeping good service quality of interpretation from the relation between media quality and skill of signed language interpreters.
