Abstract(in English) Many troubles are also produced while the Internet is used abundantly among children. Troublesome mail, harassment, the battle, the adult site, and the medicine system site have happened. And it may be kidnaped. How should a school and a home just cope with such a situation? Children access the Internet from a home or a cellular phone. Any longer, the risk is nonavoidable only by lesson of a school. A guardian does not understand management in many cases, either. Although ISP is also striving for protection of children, it cannot be said that it is fully functioning. A school, a guardian, and ISP share each advantage and cannot but make it cooperate. "Internet safe lecture" program construction is tried as the concrete proposal.
