Issues and Measures for Information Security Threats in Local Authorities

Abstract(in English) Recently Japanese local authorities have encouraged or partially forced by the government to computerize their services and connect those systems to WANs to achieve so-called e-governments. Today many of the systems in local authorities are connected to Wide Area Networks including Resident Registry Network, LG-WAN and the Internet. Consequently, information security management of those systems has become quite important to keep confidentiality of personal and private information. But a number of citizens are throwing doubt on the ability of local authorities to keep security of their own personal data. This paper analyzes the issues for information security threats in local authorities and proposes the measures to those threats.
