Abstract(in English) In order to reduce lead times, the Flexible Operation Support System (Flexible OSS) which is not captured in order of processing but can process an activity is demanded. Unlike OSS which applied the existing Workflow, Flexible OSS does not define the processing order of an activity in advance. It is also being unable to define beforehand the state of saying what kind of activity this can perform in which domain when. In order to know the activity which can be performed in the present state, and the activity which can be performed the following state, the different state management method from the former is required. This paper examines the case where Flexible OSS is applied to a telecom business process with a partial order. The Petri net which is one of the verbal models of a discrete-event system about the state in this case is applied and modeled. This shows that the activity which can be performed in the present state, and the activity which can be performed the following state can be clarified also in Flexible OSS.
