Abstract(in English) In order to provide various ITS service, some state governments have been installing communication system under roads. Especially, in the Interstateways, some state governments promote deployment of fiberoptics for ITS using "Right-of-way: ROW". ROW is the system that the state government admits longitudinal utility of Interstateway for private companies, and has the right to use the dark fiber installed by them or to have money for admission. In order to investigate whether we are able to promote to install infrastructure for ITS if we use the ROW, we surveyed the system of the in U.S.A. In this report we introduce some examples of ROW in U.S.A.
