Abstract(in English) The Telemetry/Command system of a small satellite "WEOS" for observing whale ecology is described, in which consideration for reducing cost is also discussed in view of the future small satellite. Up-link and Down-link frequencies are 400MHz and S band respectively. Since on-board GPS and NORAD data will be used as the tracking aid of this system. On-board system is made simple. By adopting direct frequency dispersion reduction of power flux density of the down-link is attained despite of the use of a small size antenna(2m in diameter). On-board system including demodulator, data processor etc.are constructed in the board level of a personal computer owing to the advanced capability of data processing of FPGA at the cost of the complexity of graound system.
