Abstract(in English) The existing aeronautical safety system has the essential limitation in terms of its coverage or capability as it consists of terrestrial radio system.In oceanic airspace,in particular,it is extremely difficult to handle ever increasing oceanic air traffic expected in near future by the air traffic service based on current HF voice communication system.Therefore,the early implementation of aeronautical satellite system is higly required in our country to properly cope with this situation taking account of Japan′s responsibility of providing air traffic services over m ajor air routes in Asia, Pacific regions.This course of action is in line with FANS concept approved by ICAO member States.
