Abstract(in English) In the operation of the scientific satellite HALCA, launched by the Institute of Space and Astronautical Science in February 1997 for conducting space VLBI experiments, a highly stable phase reference signal is supplied to the spacecraft by a radio link(called"phase transfer"). This paper tries to estimate the structure of the atmosphere that causes the phase fluctuations observed in the phase transfer of HALCA. By considering the elevation angle dependence of the phase fluctuations, the paper proposes a new atmospheric structure model which fits well the observations.
