Abstract(in Japanese) (See Japanese page)
Abstract(in English) A conductor placed in a homogeneous high electric field is charged by discharge from plaine electrode which makes the high electric field in appropriate condition. If the conductor is in a form of rotator, the interaction between the charge of the conductor and the field form the electrodes gives a torque to the conductor to rotate nonlinery depending on the initial angle of the rotator against the electrode. A model explain the mainpart of the observed results
